Récemment, voulant profiter de la nouvelle décision du Burkina Faso de lever l’obligation de visa pour tous les ressortissants africains, les USA ont négocié sans succès un accord pour déverser à Ouaga tous les Africains en situation de rapatriement des États-Unis.
Ouaga a dû préciser sa pensée en indiquant qu’il n’accueillait les Africains qu’à leur propre demande et non sous la contrainte. Le Burkina Faso refuse de devenir une terre de déportation d’Africains refoulés de certains pays. C’est de là que les choses se sont véritablement gâtées entre les deux pays, avec la dernière décision des États-Unis de désormais faire établir au Togo les visas des Burkinabè souhaitant se rendre aux USA.
Le Mali joue la carte de la réciprocité
Du côté du Mali, les choses ne vont pas mieux. Dès le 23 octobre 2025, tout Malien souhaitant se rendre aux États-Unis devra déposer une caution entre 5000 dollars et 10 000 dollars, selon les raisons et la durée du séjour demandé.
Pour le Mali, cette décision unilatérale n’est pas normale. Le ministère des Affaires étrangères du Mali vient de jouer la carte de la réciprocité en indiquant exiger des ressortissants américains souhaitant se rendre au Mali les mêmes conditions fixées aux Maliens partant aux USA.
La tentative des États-Unis de profiter de l’éviction de la France dans ces pays pour s’y implanter et consolider leur position continue de tourner au vinaigre.
Dans un communiqué, le «ministère des Affaires étrangères et de la Coopération internationale informe de la décision de la République du Mali d’appliquer la réciprocité en réaction à la mise en place par les États-Unis d’Amérique d’un programme pilote de caution de visa pour les ressortissants maliens».
